Office of the President of Ukraine: “Ukraine is already preparing for Eurovision 2023”!

Cyril Tymoshenko, Deputy Head of the Presidential Office of Ukraine, in a post on Telegram that was also reposted on the official Facebook page of Suspilne for Eurovision, states that the preparations for Eurovision 2023 have already begun!

The main question for us and the EBU is security. To ensure the necessary logistics, and especially security, we look at different locations. Exactly which we can not announce yet.

The Ministry of Defense and the Ministry of Defense of Ukraine from the very beginning are involved in the preparations for Eurovision-2023. Ukraine is already preparing for the Eurovision 2023 final.

Cyril Tymoshenko

At the same time in Geneva the reference group of the contest is meeting with an unknown agenda, although as you understand the issue of the country that will host Eurovision 2023 is both burning and important.

Ukrainian officials in all their statements appear confident that their country will host Eurovision 2023, despite the armed conflict that continues to rage mainly in the east of the country. In fact, a few days ago they set up an organizing committee for this purpose.

Ukraine won the right to host the Eurovision Song Contest for the third time in its territory, after the victory of the Kalush Orchestra in Turin, with the song Stefania. We are waiting with interest for the decision of the EBU, whether the competition will finally be hosted next year in Ukraine or for security reasons, another country will be preferred.

Ukraine: Goverment forms organizing committee for Eurovision 2023!

The Ukrainian Government has announced that a Committee has been formed to help organising the Eurovision Song Contest 2023.

Taras Melnychuk, the Government Representative in the Verkhovna Rada (Ukrainian Parliament) has announced that a Committee has been formed for the Eurovision Song Contest 2023. The composition of the committee was signed off today among a number of other measures.

Ukraine’s Minister of Culture and Information Oleksandr Tkachenko recognises that the war is the first and foremost factor as to why Ukraine is being viewed as unlikely to host the contest in 2023 unless peace should come to the country in the next couple of months. He stated last week that:

We have no doubt that it should take place in Ukraine. The only thing is that no one has ever held Eurovision during war […] We are now looking for answers with our colleagues to the most important conditions set by the European Broadcasting Union, but I think that we will have to explain during our dialogue that some conditions need to be changed.

Mr. Tkachenko recognizes that due to the current war, hosting is not a given, while he revealed that he will have talks with EBU representatives today. He also added that negotiations will be difficult but he hopes the 2023 contest will be held in Ukraine.

Even though there is less than a month since the Grand Final, several countries have declared their provisional interest to host the contest, in case Ukraine is not able. These countries are:

  • Sweden
  • Iceland
  • Poland
  • Spain
  • Italy
  • The Netherlands
  • Switzerland

Ukraine won this year’s contest with the song “Stefania” by Kalush Orchestra:

Romania: TVR is considering suing EBU!

A few days after the Eurovision 2022 Grand Final, EBU issued an announcement regarding voting irregularities during Semi-Final 2 ,in which the Romanian jury was among the juries detected for “irregular voting patterns”. The national broadcaster of Romania, TVR, has publicly reacted against the decision and the CEO of the broadcaster stated that participation for next year was up for a debate, while an online poll was launched asking audience members to vote if they want Romania to participate again in the contest.

The CEO of TVR, Dan Turturică, has made some further comments on the issue, saying that Romanian television is considering suing the European Broadcasting Union after the situation in the Eurovision final. He believes that EBU changed the rules “during the game” and he adds that currently an internal investigation is conducted by TVR, to identify why the Romanian jury votes were invalid while decisions will be made on the situation.

Mr. Turturică also added that while TVR is analyzing the regulations, there needs to be a careful treatment without damaging the relationship of the broadcaster with EBU.

Russia: EBU formally suspends Russian broadcasters!

This week, the European Broadcasting Union officially suspended its Russian broadcasters from the organization.

RTR , Channel One and Radio Dom Ostankino have now been excluded from the European Broadcasting Union, following a unanimous decision by the Executive Committee earlier this week. The confirmation of the decision was sent to all EBU member broadcasters with a statement reading:

On behalf of the Executive Committee, I would like to inform you of the decision taken by the Council on three Russian members of the EBU (RTR, Channel One and Radio Dom Ostankino) at its meeting yesterday. Based on the measures taken by the Executive Council at its last meeting on April 7, when it launched the suspension procedure, the Council unanimously decided to immediately suspend the three Russian members of the EBU indefinitely, which the Executive Board will review regularly.

The EBU  has banned  Russia from participating in Eurovision 2022, following calls from several broadcasters to do so, following the Russian invasion of Ukraine. All Russian state media that were members of the EBU (VGTRK, Channel One and Radiodom Ostankino) announced their withdrawal from the European Broadcasting Union (EBU) in response to Russia’s removal from Eurovision 2022.

Channel One has been a member of the EBU since 1995, VGTRK since 1993 and Radio Dom Ostankino since 1996. Their departure from the EBU would mean that they would no longer be able to compete in Eurovision or access content such as sports events, news and music programs.

Reactions continue over the cancellation of the voting of six juries!

On Saturday night, during the Grand Final, the EBU sent out a vague statement saying it had identified “voting irregularities” in six unnamed countries after the second rehearsals of the Second Semi-Final. Their jury votes were cancelled and replaced with a ” substitute aggregated result for each concerned country for both the Second Semi-Final and the Grand Final (calculated based on the results of other countries with similar voting records)”

Understandably, the above treatment caused a reaction from these countries as there had been no prior information and they ended up seeing a different score from the one they had given themselves.

Romania

On Sunday morning, Romanian television posted a lengthy statement on the official Eurovision page, which among other things said

“Romanian TV is fully committed to participate in Eurovision 2022, paying the participation fee and preparing, together with the WRS team, a project that won the appreciation of the public”

“We were surprised to see that the result of the Romanian jury’s vote was not taken into account in the final ranking, with the organisers assigning a different score on behalf of our country’s jury”

“We clarify that the Romanian jury decided to give the maximum score to the Moldovan representatives”

Furthermore, TVR, asks the EBU for the exact reasons why they made the cancellation of their committee’s score and they are able to make amends in case they made a mistake.

Montenegro

The Montenegrin broadcaster reacted in the same way

“Following the announcements made on the Eurovision website, we would like to inform the public that we have sent a request for clarification to authorised representatives of the EBU”

“Following the submission of our jury’s vote, the relevant officials stated that the RTCG vote was conducted in accordance with the normal procedure, was legally certified by the EBU, and they saw no reason to suspect any form of irregularity. We therefore await a detailed answer to the question of our vote change.”

Georgia

Georgia’s broadcaster, GPB, has issued a statement regarding the removal of the Georgian jury’s votes from Eurovision 2022

“The Public Broadcaster met all the requirements, sent the official document and received the EBU’s consent that there were no possible irregularities”

“The Georgian jury gave its highest score, the 12 points, to Ukraine. However, when the results of the Final were announced, the 12 points from Georgia were given to the United Kingdom”

“The Georgian delegation had no interest in manipulating the results. It was of prime importance for our jury to secure 12 points for a deserving contestant, which in this case was the representative of Ukraine”

The Georgian public broadcaster remains in active communication with the EBU regarding the current situation and hopes that official answers will be provided soon.

To date, the EBU has not yet clarified the exact reason why the votes of the six juries were removed.

What do you think of all this? Could much of the confusion have been cleared up if the EBU had given more specific information from the start? We look forward to reading your views in the comments below!

Kosovo: RTK aiming to apply for EBU membership by the end of the year!

The General Manager of RTK announced that the Kosovan broadcaster intends to apply for membership in the EBU at the end of this year.

Kosovo is seeking to become a full member of the European Broadcasting Union by the end of this year to be able to participate in the Eurovision Song Contest. Mr. Ahmetxhekaj confirmed that in case RTK becomes a member, Kosovo will participate in the Eurovision Song Contest. He told Nacionale that:

It is a joint plan of the current management of RTK that in the coming period, maybe at the end of this year or next year, to officially apply for membership in the EBU.

Mr Ahmetxhekaj believes Kosovo may now have a better chance of joining EBU following the removal and suspension of Russia and Belarus. He explained that:

Now the chances may be greater due to the movements of the latter in terms of the exclusion of Russia and Belarus.

However, the General Manager of RTK acknowledges that there are significant obstacles to membership, as he is not a member of the International Telecommunication Union, which is a prerequisite for joining the EBU. In 2019, a vote was taken to remove ITU membership as a criterion for joining the EBU, but it was not approved.

In the past, Kosovo has participated in other Eurovision events. For example, in 2011, RTK selected Tringa Hsya to participate in that year’s Eurovision Young Dancers competition.
